Harbin (Chinese:哈尔滨 , Russian:Харби́н) is and the largest City in Heilongjiang Province and its Capital City. Popularly known as Ice City or the City of Ice, Harbin is the Northernmost Provincial Capital of China ranking among the 10 largest cities in China entire.
The City of Harbin is renowned worldwide for its very large Ice Sculpting festival, a yearly recurring event which features a staggering and colorful aray of ice sculptures created by international crews of ice artists. Apart from this most well-known feature the Harbin Winter Ice festival further features a cultural market and a wide varieties of winter sports and related activities.

Harbin is located in the extreme south of the elongated province of Heilongjiang, not far North from the Jilin Provincial Border. Sitauted along the Songhua River, the city is a major and vital railway and communications link within North-East China (Manchuria).

The main attraction for which the City of Harbin is truly world famous is the Harbin Ice festival. The exposition grounds on which the festival is located occupies a 600,000-square-meter site, filling it each winter with some 2,000 ice sculptures created by Ice Sculpting teams hired and invited from across the world. Every year the Festival has a new theme, however a mainstay of the colorful but icy celebration of the arts and dreams is always the majestic ice castle, the centerpiece of the show. The Harbin Ice Festival event is coupled with a trade fair which in 2010 included 1,500 exhibition booths, twice the number of last year's festival. Apart from dwelling among the spectacular and colorful translucent statues made from Ice Blocks cut from the nearby Songhua River visitors can watch and enjoy, or participate in a wide range of fun ice-related activities including the traditional ice swimming, taking hot air balloon rides over the venue and the outskits of Harbin City, ice sculpture competitions and courses, and various winter sports such as figure skating.
More and more Chinese and Foreign Tourists are discovering the charms of Harbin in Winter. In the year 2010 during the 27Th Ice Festival of Harbin City some 12 million visitors were recorded at the booths of the park, a new record.

Harbin is a City with a rich history. The earliest signs of inhabitation found in the vicinity of Harbin dates from at least 2200 BC in the late Stone Age. The earliest historical name established as to have been given to a settlement at this point on the South Bank of what is today the Songhua River is Pokai. In reality however, not much is known about the early history of Harbin as for most of the past 2000 years the remote North-Eastern provinces, rugged, forested, cold and populated with a variety of dangerous wild animals were sparsely populated and undeveloped. Although the region was included into the Chinese Empire during several historic periods and was part of the Qing Dynasty Empire (1644 AD - 1911 AD), the region was mostly inhabited by ethnic tribes who dealt with the Han people via a network of trading posts and fortified settlements controlled by the Qing Military, the so called Manchu Bannermen.

The modern city of Harbin originated in 1898 from a small village, with the start of the construction of the Chinese Eastern Railway (KVZhD) by Russia, an extension of the Trans-Siberian Railway, shortcutting substantially the distance to Vladivostok and creating a link to the port city of Dalny (Dalian) and the Russian Naval Base Port Arthur.
Harbin is also a potential candidate for the 2022 Winter Olympics.

Harbin is one of China's coldest cities, where the mercury in January often drops to minus 20 degrees centigrade (-4F).  Winters are long and harsh up in the North. Thick snow and snow storms are common throughout the months of november, december, januari and februari.
